Consultancies:

GCG is a young company, its founders and partners, have collectively over 100 years of experience in working in Palestine and internationally in the NGO, UN, public and private sectors. On top of the extensive pool of knowledge and network the Founders have, GCG is developing a roster specialists and technical consultants who have worked over the years with the founding partners. In Palestine, GCG team of experts have designed and implemented programs and projects funded by USAID, DFID, and the EU, other bilateral and multi-lateral donors. Areas of experience include governance, education, health, psychosocial, community development, local economic development, capacity building and institutional development, etc. Cross-sector experience also includes gender mainstreaming, youth empowerment, and monitoring and evaluation.

Team members’ work has included successfully completing the following assignments and consultancies pre-setting up GCG:

  • Supervise the development and formulation of the Community Participation in Local Government Units (LGU) working affairs policy paper
  • Supervise the development and formulation of the Guidance and Monitoring Policy Paper.
  • Supervise the development of the Community Participation Manual
  • Member of Palestinian National Strategic Planning Working Group - NWG responsible for updating the unified Strategic Development and Investment Plans (SDIP) manual.
  • Member of the National Policy Council for Local Government Sector.
  • Member of the National Team for developing the LG sector strategy.
  • Member of Youth Sector Steering Committee at the MoLG.
  • With the Ministry of Education and Higher Education - MoEHE, worked on early schooling policy cycle and reform.
  • Supported 27 LGUs to develop their public disclosure policies and communication plans.
  • Company assessment and upgrading for 40 local industrial companies.
  • Assessment of the West Bank Water Department to establish National Water Company.
  • Water and Wastewater open program / KfW, institutional set up for water and wastewater departments and accompanying measures. Drafted internal system customized Humane Resource manual and templates. Installation of over 1000 prepaid water meters with a concurrent awareness program.
  • Leading the LED process in the USIAD flagship Local Government and Infrastructure (LGI) program, linking local resources of Private-Public, CSOs’ partnerships by enhancing the capacity of the stakeholders and developing small income generation projects targeting youth and women.
  • Support the LED Board in South Hebron in the drafting of an LED strategy.
  • Design and development innovative models for LED initiatives 7 LGUs.
  • Evaluation of administrative procedures regarding indicators for Palestinian Children’s Rights including field assessment, analysis and reporting.
  • Research in Youth Participation in Local Government.
  • Mid-term evaluation of USAID funded and ANERA implemented 'Emergency Water and Sanitation Program' in West Bank and Gaza.
  • INJAZ Palestine Program Evaluation: the impact of the program on Palestinian Youth, schools; children 12-15 years of age.
  • Palestinian Central Bureau of Statistics: Evaluation of Administrative Procedures regarding indicators of Palestinian Children’s Rights
  • Action Aid: assessment of opportunities and challenges for small-scale and women farmers engaging with value chains in the West Bank, Occupied Palestinian Territories.
  • Midterm Review of Promoting Health and Wellbeing: An Integrated Approach to Serving Children and Mothers in East Jerusalem and the West Bank Project.
  • Design and development of the Sustainable Youth Tool Kit in participation and development.
  • Formation of more 25 Youth Local Councils (YLC) in the West Bank.
  • SDIP for 25 Local Government Units Communities.
  • Empower Local Civil Society Organizations to be more proactively involved in local government units.
  • Promote good governance at local LGUs, including accountability, participatory planning a gender mainstreaming.
  • Developing mechanisms and tools to ensure participation, including: advisory committees, SDIP supporting committees, voluntary work and others.
  • Developing and managing capacity building program targeting Youth YLCs, LGUs, Civil Society Organizations (CSOs) and other Community Based Organizations (CBOs) and conducting various training courses and on the job training (coaching) to empower and enhance their capacity to be involved in their community.
  • Establishment of Citizen Service Centers (CSC) in 14 Municipalities, including development and automation of related service delivery workflow.
  • Revision and updating service procedures to provide better services and branch offices at the Ministry of National Economy.
  • Development of CSCs’ services procedure manual.
  • Development of Municipal Capacity Index and Self- Assessment Participatory Performance Measurement tool.
  • Development of E-Municipality concept and spatial data management system.
  • Supervised the development of more than 17 Physical Plans for municipalities.
  • Supervised the implementation of Numbering and Naming of streets and buildings for the benefit of 23 municipalities.
  • Business Restructuring and Re-engineering of Work Processes at 27 Municipalities.
  • Development of a customized HR policies and procedural manual for 25 municipalities in West Bank.
  • Design of a drug prevention programme for the Higher Committee for Drug Prevention and Abuse in the Jerusalem Governorate
  • Design of Community Infrastructure Development Programme and redesign of it to the Local Government and Infrastructure, USAID’s governance flagship intervention.
  • The Team also has experience working in the following countries: USA, UK, Azerbaijan, Morocco, Jordan, Lebanon, and Egypt
  • New District Assessment Survey, a comparative analysis of two needy Districts in Upper Egypt Governorates (Minya and Assuit) to inform Save the Children/US Country Office's decision on new Impact Area for sponsorship programming.
  • Institutional Development Consultant, for Regional Community Development Initiative, funded by Ford Foundation and implemented by Save the Children in Egypt, Jordan, Lebanon, Yemen, and West Bank and Gaza. Purpose was to outline options for program to spin off into an independent Foundation.
